Explanation: This
milestone was inadvertently omitted from the first update of the plan and, consequently,
was not mentioned in subsequent updates. The
District anticipates changes to fixed route services in San Francisco in 1996. If these
changes include truncation of service to commute hours only to routes serving the east
side of the city with a terminus in downtown, then this area will no longer be pail of
SamTrans' paratransit service area. In any case, the District is committed to serve all of
its ADA service area by the end of 1996. By early 1996 Redi-Wheels will serve Stonestown
and its environs in western San Francisco, a portion of SamTrans' fired-route service
area.

Explanation: This
milestone was called 7ncrease trip limits on Redi-Wheels service in the 1994 and 1995 plan
updates and was given a target date of February 1994. Although limits were increased,
trips caps have not been eliminated. Elimination of the trip cap has been delayed due to a
shortfall in Redi-Wheels capacity. Currently Sam Trans is denying approximately 3% of trip
requests and is unable to accommodate the additional demand that would arise from freeing
customers from capacity constraints. Trip cap elimination has been rescheduled for
December 1996 when the District is more certain of having vehicles available to meet
rising demand. |

Implement trip-by-trip eligibility

Explanation: The
sensitive nature of substituting fixed-route trips for paratransit has required SamTrans
to rethink the procedures for implementing ttip-by-ttip eligibility. Sam Trans believes
that trip-by-trip eligibility calls for a sophisticated set of procedures to ensure that
the specific conditions of the customer's trip are recognized and that appropriate service
is given. |

were resolved. 7he 13(c) labor issue, which delayed progress last year, also has been

Administration. Sam Trans has been awaiting developments in the mini-van market; a vehicle
meeting SamTrans specifications has only recently become available. |

Develop Cooperative Service Agreement

Explanation: This
milestone has to do with implementation of coordinated paratransit service with San
Francisco. In 1992 discussions began on expanding this service to include all types of
trips and to serve all intercounty trips for both San Mateo County and San Francisco
residents. An initial startup date was established but postponed because the District was
not comfortable with cost implications of the operating strategy being discussed. A second
start up date was postponed in 1994 because the District was engaged in financial capacity
analysis, and resource projections had not been completed. In October, Sam Trans shifted the focus of intercounty service
planning to account for the possibility, that changes to fixed-route service into
San Francisco may eliminate the need for sonie paratransit service Sam Trans now
plans a two-phase project to implement intercounty service with San Francisco.
By early 1996 Redi-Wheels will serve Stonestown and its
environs in San Francisco, a portion of Sam Trans's fixed-route service area. By
summer 1996 Redi-Wheels will begin a transfer arrangement with San Francisco's
paratransit service. By the end of 1996, the arrangement should be fully and
effectively in operation.
The District currently funds intercounty service for
disabled residents of northern San Mateo County seeking medical care in San Francisco.

has not been secured for these vehicles. SamTrans will expand paratransit service
with 13 vehicles scheduled for 1996. The District will soon determine the type and
size of vehicles best suited to fulfilling future service requirements and will
seek the necessary funds to purchase them. The vehicles are programmed for July
1997. |
