'Mis is the fourth Long-Range Plan published by the Department of Developmental Services. All four plans owe their existence to the Department's Director, Gary D. Macomber. Gary requested the first plan in 1985, and has remained a strong supporter of the planning process during his tenure as Director. Gary ensured that the planning process involved the participation of persons from throughout the developmental disabilities service delivery system; he also ensured that the plan focused upon major issues confronting the service system and offered ways of resolving those problems. The Long-Range Plan could have been just another annual paper exercise, but under Gary's tutelage it has become a document that is relevant to and used by persons throughout the service system. 'ne Department gratefully acknowledges the contributions of Gary D. Macomber to the development and support of its Long-Range Plan.
