1.1   Develop appropriate new residential
        resources for 600 clients each year.
        Ongoing through June 30, 1993.
Provided $13 million in funds for resource development in the past five years, resulting in the creation of 317 new facilities. Progress included:

  • Development of two new categories of licensed residential facilities: Intermediate Care Facility for the Developmentally Disabled-Habilitative (ICF/DD-H) and Intermediate Care Facilities for the Developmentally Disabled-Nursing (ICF/DD-N).
  
  • By December 1989, ICF/DD-H and N facilities had a licensed capacity of 2,320.
  
  • Provided $500,000 in grant funds to assist community facilities in converting to ICF/00-Ns.
  
*  This objective is being deleted because one of the Department's major goals is to place all clients in appropriate residential settings. This aim will be achieved through targeted resource development for difficult to place clients (see Objectives 1.2, 1.3, 1.4, 1.5) and incentives to expand the number of community facilities (see Objectives 1.1, 1.6, 1.7).
  
* The Department is in the process of completing the phasing-in of ARM. All regional centers will have converted to ARM by January 1, 1991.
  
1.2 Implement the Alternative Residential
      Model (ARM) in all community care
      facilities serving persons with
      developmental disabilities throughout
      the state. By June 30, 1991.
* The proposed residential regulations will be submitted to the Office of Administrative Law by January 1, 1991.

1.3  Work with the Office of Statewide
       Health Planning and Development to
       revise policies and procedures and
       support revisions of statute to
       increase access of nonprofit
       community residential facilities to
       state loan guarantee program and
       low-interest mortgages for housing.

* In 1989, additional legislation was passed which allowed group homes to receive an OSHPD loan guarantee and qualify for a CHFFA loan which formerly was restricted to health facilities. 1.6  In conjunction with the
       Department of Housing and
       Community Development,
       market the availability of
       various financing opportunities
       for non-profit and for-profit
       organizations. By June 30,
       1991.
  
*  A new system was set up with Dean Witter and Bond Underwriters to reduce the complexity of the application process for small operators.
  
* As the establishment of a system which enables non-profit operators to obtain "credit enhancements" and low-cost financing has essentially been developed, the objective was revised to emphasize DDS' efforts to market all low-cost financing programs.
  
1.4  Develop a state-backed
       guaranteed-lease program to
       encourage the development of
       appropriate residential facilities. By
       June 30, 1990.
* Objective requires legislative approval for implementation. DDS deferred seeking legislative approval for "credit enhancements" to benefit for-profit operators.

       manuals specifying the steps

       assess the feasibility of developing a
       range of independent and
       semi-independent living options. By

        1991.
  
*  An advisory group will be established to develop a plan to implement the report's recommendations.

   1.7  Develop a program to test the
       effectiveness of home-finding
       agencies for the purpose for
       encouraging the expansion of foster
       care for both children and adults. By
       December 31, 1989.
* This objective was delayed because budget authorization to fund pilot projects was not received. 1.4  Implement and evaluate a pilot
       project to provide residential
       services for children in foster
       family homes. By June 30,
       1992.
  
During FY 1990-91, a pilot project to test foster care will be established for severely disabled clients currently in state developmental centers.
  
   Objective revised to reflect change in emphasis from use of home-finding agencies to direct placement in foster family homes.
