TRANSITION
FROM Where the 1994 Economic Development Plan envisioned the creation of a County-wide Strategic Plan, the Economic Vitality Blueprint - Phase I facilitated its creation. To best understand the evolution from 1994 formulation through 1995 planning to 1996 strategies and beyond, the following comparative analysis is presented. Note that the 1994 Plan considered the first phase Blueprint as only one of seven programs. However, its scope was so expansive that the Blueprint evolved into the Master Workplan (encompassing all seven programs) through which the second phase Strategic Action Plan became a reality.
