V. Methodology
A. Integration of Existing Collaborative Efforts
At the beginning of the process, the Master Plan Advisory Body (MPAB) discussed the development of four committees - - Health, Social Services, Education, and Criminal Justice - - in order to conduct a process on each of the four systems. Instead of creating four new committees, the MPAB decided to trust the existing system of collaborative efforts. Accordingly, outreach was conducted to a number of commissions, boards, committees, task forces, and ad hoc groups, many of which were listed in the original proposal approved by the state for the project. Information offered by any and all of these groups was integrated into the master plan development process.
Over the early summer, the Consultant and the Alcohol and Drug Program Manager met with, made presentations to, or otherwise contacted the following:
- Advisory Council on Women;
- AIDS Advisory Board;
- Alcohol, Drug, Mental Health AIDS Case Conference Group;
- Bay Area Disabilities and Chemical Dependency Project;
- Children's Executive Council Action Team;
- Coalition for the Prevention of Alcohol and Other Drug Related Birth Defects;
- Coalition on Disabilities and Chemical Dependency;
- Commission on Aging;
- Continuum of Care Coalition for Chemically Dependent Women;

A schematic display of the integration of these ongoing groups into the Master Plan focus groups is included on the following page, and it is discussed further below.
Several documents were presented to the members of these groups in the solicitation of their support for and involvement in the Master Plan process. Included were:
- Pages 19-24, inclusive, "California Master Plan Model", and 65-69, inclusive, "County Master Plan Project", from California Master Plan to Reduce Drug and Alcohol Abuse: 1991, State of California, Department of Alcohol and Drug Programs, January 1991;
- A schedule of the focus group meetings and the public forum meetings to be held during August, September, and October, 1991 (see Appendix);
- The ninety advisory goals from Division 10.6 of the California Health and Safety Code, reorganized according to service system;
- A two-dimensional, simplified presentation of the matrix displaying the nine service strategies and the four service systems, used as q vehicle for framing the presentations; and
- Selected 1990 U.S. Census Data
