D. Programs, Services, and Activities

The three terms - - programs, services, and activities - - are used often throughout the Master Plan. Although rigid definitions are not particularly useful in distinguishing between these terms, the shading of meaning intended by their differential use is as follows. Services are those things which are done to, for, or on behalf of individuals or groups, and may include the services provided by the health system, the social services system, the education system, or the criminal justice system that focus on individuals. Activities are things in which individuals may participate, often of a preventive nature. Programs are vehicles by which services and activities are managed. Programs may include the County Alcohol and Drug Program, its contract provider agencies, or other public and private efforts.
