E. Summary


Thus, the San Mateo County Master Plan process began with outreach to a potential key informant base of approximately 1,000 individuals. Each was contacted subsequently by mail with a flyer invitation to the meetings and a schedule of meetings. All meetings were held in facilities accessible to the physically challenged, and interpreters for the deaf and hard-of-hearing, were provided and, in two of the sessions, fully utilized. The flyer announcement and schedule included return, stamped post cards by which individuals could advise of their planned attendance. Some 250 individuals returned the post card, stating that they would attend one or more of the meetings.

The focus groups were led by outside independent facilitators with expertise in the respective topic area. Public forums were conducted in English and in Spanish to advise the public of the findings of the focus groups and to solicit additional remarks from the community at large. Some 144 individuals actually recorded their attendance at the meetings, and a summary of the attendance and composition is included in the Appendix.

The synthesis of the information provided by the community at the focus groups and public forums is provided in the section on Challenges, Goals, and Recommendations. The greatest emphasis has been placed on those areas of concern voiced by members of the community across all systems - Health, Social Services, Education, and Criminal Justice.
