Priority Identification

When identifying priorities for community action and designing strategies for implementation, a variety of criteria should be considered:

  • Impact. The degree to which the issue affects or exacerbates other quality of life and health-related issues.

  • Magnitude. The number of persons affected, also taking into account variance from benchmark data and Year 2000 targets.

  • Seriousness. The degree to which the problem leads to death, disability or impairs one’s quality of life.

  • Feasibility. The ability of organizations to reasonably impact the issue, given available resources.

  • Consequences of Inaction. The risk of exacerbating the problem by not addressing it at the earliest opportunity.

No single criterion determines a specific area of need. Rather, the interplay among the different criteria should be considered in highlighting priority areas. This section is intended to provide a global framework based on this community assessment, and is not meant to suggest solutions to identified needs.

This assessment will provide the groundwork from which participating organizations can begin to identify areas for community action, and each participating organization will examine the data to create its own action plan. Collaboratives and individual organizations must consider their own resources, areas of expertise, and desired outcomes when choosing items to address
