GROUPS DESCRIPTION
I. ETHNICITY
POPULATION #1 - ASIANS/PACIFIC ISLANDERS:
Any individual who indicates their race as Chinese, Japanese, Korean, Asian Indian,
Southeast Asian (Vietnamese, Cambodian, I-Laotian, etc.), Hawaiian, Guamanian or Samoan
and by other nationality groups belonging to that geographical area.
POPULATION #2 - BLACKS/AFRICAN AMERICANS:
Any person who indicates their race/ethnicity as Black, African-American or Negro.
POPULATION #3 - HISPANICS:
This is an ethnic rather than a race classification which identifies the number of
individuals of Spanish/Hispanic origin, including: Mexican, Puerto Rican, Cuban, and
"Other Spanish." Origin can be viewed as the ancestry, nationality group,
lineage, or country of birth of the person or the person's parents or ancestors before
their arrival in the United States. Persons of Hispanic origin may be of any race.
POPULATION #4 - NATIVE AMERICANS:
Any person who classifies themselves as American Indian, Eskimo, Aleutian or by the
name of one of the Indian tribes.
POPULATION #5 - MINORITY YOUTH:
Persons who are between the ages of 10 and 21 years who are members of the following
ethnic populations are identified as minority youth: Blacks, Hispanics, Asians and Pacific
Islanders, American Indians, Eskimos and Aleutians, and Others Non White.
POPULATION #6 - WHITE POPULATION:
Any person who indicates their race as White or Caucasian.
II. AGE
POPULATION #7 - CHILDREN AND YOUTH.
Those persons ages 0 to 17 years. Included in this category are age groups that need
broad services from basic needs to recreational needs.
POPULATION #8 - ELDERLY:
The elderly are described as those persons 65 years of age and over and may be divided
into two categories: well elderly and frail elderly.
III. WOMEN & GIRLS
POPULATION #9 - WOMEN & GIRLS:
Persons who are of the female gender.
IV. LOW INCOME
POPULATION #10 - HOMELESS:
A person is classified as homeless if he or she is in any one of the following
circumstances: (1) lacks a fixed and regular nighttime residence; (2) has a primary
nighttime residence that is a supervised publicly or privately operated shelter designed
to provide temporary living accommodations; or (3) resides in a public or private place
not designed for, or ordinarily used as, a regular sleeping accommodation for human
beings.
POPULATION #11 - POOR OR MARGINAL POOR:
Poor or marginal income persons are those who are living at or near the poverty level.
The poverty threshold is calculated on an annual basis. The Bureau of the Census'
definition of poverty: Families and unrelated individuals are classified as above or below
the poverty level by comparing their total 1979 income to an income cutoff as
"poverty threshold." The income cutoffs vary by family- size, number of children
and age of the family- householder or unrelated individual. Persons for whom poverty
status was determined exclude inmates- of institutions, military personnel living in
barracks, college students living, in dormitories and unrelated individuals under 15
years.
POPULATION #12 - UNEMPLOYED:
The State of California Employment Development Department defines the unemployed:
Comprises all civilians who did not work during the survey week, who made specific efforts
to find a job within the past four weeks, and who were available for work (except for
temporary illness) during the survey week. Also included as unemployed are those who did
not work at all, but were available for work, and (a) were waiting to be recalled to a job
from which they had been laid off for a specific time; or (b) had a new job to go to
within thirty days.
V. FAMILIES
POPULATION #13 - TEEN PARENTS:
Young women and men who have become parents between the ages of 12 and 18.
POPULATION #14 - SINGLE PARENTS:
Women and men who are raising their children by themselves. This may also include a
single grandparent who is raising his/her grandchildren.
POPULATION #15 - ABUSED CHILDREN:
Children who are physically, sexually, or emotionally abused or neglected.
POPULATION #16 - BATTERED WOMEN:
Violence against women of all ages occurs in many different settings and takes many
different forms. Domestic Violence, defined here as violence between adults, is one of the
most common types of violence against women; it encompasses violence both within and
outside the traditional family setting. The perpetrators include the victim's lover,
spouse, ex-spouse, ex-lover or individuals in close relationship with the abused woman.
POPULATION #17 - ABUSED ELDERS:
As a form of domestic violence, elder abuse began to receive attention in the
mid 1970's. Victims of elder abuse trend to be frail and in poor health. Frailty and
dependency increase one's chances of being a victim of elder abuse, and people over the
age of 85 are the most frail and dependent. The abusers most frequently live with and are
responsible for the senior's welfare.
VI. HEALTH
POPULATION #18 - PERSONS WITH HIV-INFECTION:
Included in this population are all persons, services and problems related to Acquired
Immunodeficiency Syndrome (AIDS) or Human Immunodeficiency Virus Positive (HIV+). All
agencies that serve AIDS/HIV+ persons with education, prevention, treatment or
rehabilitation are classified here.
POPULATION #19 - PERSONS WITH DISABILITIES:
The California Disability Survey (CDS, 1980) uses the following definition to describe
disabled persons: Those persons limited in their performance- of major social roles (i.e.,
work, housework, or school) by enduring physical and/or mental impairments. Disability is
generally initiated by a pathological condition which results in residual anatomical,
physiological, and/or psychological impairments persisting after the condition is
stabilized and which limits the functional capacities of the person in performing major
social roles.
VII. EX-OFFENDERS
POPULATION #20 - EX-OFFENDERS:
An ex-offender is any person who has at one point in time been placed under local,
state or federal supervision resulting from a criminal conviction by a court of law.
VIII. IMMIGRANTS AND REFUGEES:
POPULATION #21 - IMMIGRANTS & REFUGEES
Immigrants are generally described as persons who arrive from-n countries looking for
an opportunity for a better economic and social life in the United States or to be
reunited with their families in the United States. Refugees are generally described as
persons who arrive from countries experiencing political and economic upheavals, and in
many cases, are fleeing their native country because their lives or family members' lives
have been threatened.
IX. LESBIANS/GAY MEN
POPULATION #22 - LESBIANS/GAY MEN:
Persons who are emotionally, physically and/or sexually attracted or
committed to a member or members of the same sex. It is the feelings that define a gay or
lesbian person, not the behavior.
X. VETERANS
POPULATION #23 - VETERANS
Any person who has served but is not now serving in the armed forces of the United States. |
