SAN MATEO COUNTY ALCOHOL AND DRUG PROGRAM SERVICE SYSTEM OVERVIEW, NEEDS ANALYSIS, AND FUNDING PLAN Purpose The primary purposes of this service system overview, needs analysis and funding plan report are to 1) analyze the existing AOD recovery system, 2) address the issue of alcohol and other drug (AOD) treatment service gaps, and 3) identify existing service strengths. Although unmet needs are one focus, if we only identify unmet needs, we present an inaccurate picture of the system overall. The areas where the system is working need to be recognized, so these elements can be maintained. Previous needs assessments have identified unmet needs, and it is not useful to simply repeat these findings. The goal of the report is to inform policy makers concerning where the system is working, point out areas of unmet needs, and discuss how the system can be modified over time to address unmet needs in the difficult funding environment of the 1990's. The report also identifies potential new evaluation approaches, and addresses the issue of the balance of prevention and treatment. Data Reviewed Existing documents and data.
