Allen/Loeb Associates was founded by Tim Allen and Peter Loeb in 1984 to provide consultation, evaluation, and funding planning in substance abuse treatment and prevention. Current and recent projects include: drafting a proposal for MediCal regulations for substance abuse treatment, for the County Alcohol and Drug Program Administrators Association of California; preparing a manual and evaluation plan for San Francisco's programs for homeless, mentally ill drug abusers, for the San Francisco Department of Public Health, in cooperation with the Center for Substance Abuse Treatment and Center for Mental Health Treatment; evaluation of a program providing mental health and medical services linked with substance abuse treatment, for Center Point, Inc., evaluation of a case management and counseling program for homeless substance abusers for Chemical Awareness and Treatment Services, Inc., San Francisco. Allen and Loeb have also collaborated on applications for grants and contracts. Clients and grant/contract awards include: the University of California, San Francisco-three contracts from the Center for Substance Abuse Prevention, Redwood Center-Ryan White C.A.R.E. Act funds for substance abuse treatment; The Women's Center-Ryan White C.A.R.E. Act funds for services to homeless substance abusing women with HIV, C.A.T.S. Fell Street Center-grant from CSAT for recovery services to the homeless; San Francisco Department of Public Health-cooperative agreement grant from CSAT; Asian-American Recovery Services, Inc.-grant for HIV outreach from CSAT.

Loeb and Allen serve on grant review boards for the U.S. Center for Substance Abuse Treatment and Center for Substance Abuse Prevention, and the National Institute on Drug Abuse. Before founding Allen/Loeb Associates, Loeb and Allen conducted substance abuse treatment research at UC San Francisco.

Peter Loeb brings a special interest in San Mateo County, having been a county resident for nineteen years. He has been active in community work, serving two terms on the Pacifica City Council, and working with non-profit community groups.
