The FY95 Interim Priorities identify which of the 24 Types of Service (formerly Fields of Service) are high, medium and low priorities. Types of Service (TOS) is now the primary factor in determining funding priorities. Populations and Geography are now secondary factors. To be considered, Populations, Geography and Themes must be directly related to a specific Type of Service.
